WHY RAMCIEL?
More than a point
on the map.
In September 2011, South Sudan's Council of Ministers resolved to relocate the national capital from Juba to Ramciel and directed the housing and physical-planning authorities to prepare the relocation process.
Planning activity followed, including survey and feasibility work. More recently, South Sudan's Revised National Development Strategy called for processes to operationalise development of the Ramciel City plan. Ramciel therefore remains important as both a historical proposal and a continuing development-planning subject.

Earlier capital concept
Later reporting described Ramciel as having been considered within the SPLM leadership before independence. This remains historical context rather than a current implementation milestone.
Cabinet resolves to relocate
South Sudan's Council of Ministers resolved to relocate the national capital from Juba to Ramciel after an ad hoc committee considered the issue.
Ministerial committee and survey preparations
A ministerial committee was formed to prepare for the proposed capital, including feasibility, land-use, demarcation and infrastructure work. Survey and mapping preparations were subsequently reported.
Ground-survey phase discussed
Reporting on a site visit said feasibility work included aerial imagery and plans for ground survey, mapping, environmental and social assessment, and a city structure framework.
Ramciel City remains in development strategy
South Sudan's Revised National Development Strategy includes an objective to initiate processes to operationalise development of the Ramciel City plan.
DEVELOPMENT OUTLOOK
Infrastructure before skyline.
A future city requires foundations before landmark buildings: transport, water and sanitation, reliable energy, telecommunications, housing, public services and climate resilience. The national development strategy also links infrastructure expansion with broader transport and communications priorities.
